OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.34: 1926.34 Means of egress

In every building or structure, exits must be arranged and kept up so that everyone can get out freely and without obstruction from all parts of it while it is occupied; locks or fastenings that stop people escaping from inside may not be fitted, other than in penal, corrective or mental institutions with supervisory staff always on duty and effective arrangements to remove occupants in a fire or other emergency. Exits must be marked with a readily visible sign, and the way to an exit must be signed wherever the exit or route is not immediately visible. Means of egress must be kept free at all times of anything that would obstruct full, instant use in a fire or other emergency.
