Safety nets are required where work is over 25 feet above ground, water or another surface and scaffolds, ladders, temporary floors, catch platforms, safety belts or safety lines are impractical. Where nets are required, work may not start until the net has been put in place and tested. Where employees are exposed, nets reach 8 feet out past the edge of the working surface and hang as close beneath it as practical, never more than 25 feet below it, with enough clearance, set by impact load testing, to keep a falling person from hitting surfaces or structures below; only one level of nets is intended for bridge construction. Mesh openings may be no larger than 6 by 6 inches; new nets must meet a minimum impact resistance of 17,500 foot-pounds as determined and certified by the manufacturer and carry a proof-test label; edge ropes need a breaking strength of at least 5,000 pounds. Nets are fastened to their supports with forged steel safety hooks or shackles, and connections between panels must be as strong as the net itself.
