No one requires or receives from a tenant or applicant, before or when the agreement is made, any payment other than a holding fee, rent, a rental bond or the fee to register the agreement under the Real Property Act 1900, and never a charge for preparing the written agreement or for a background check, whether or not the applicant goes on to sign.
