Nigeria NITDA National Cloud Technical Guideline 2026 11.5: Decommission legacy infrastructure under an approved plan with certified data destruction and a final report

What does 11.5 require?

Secure decommissioning of legacy infrastructure is a mandatory final stage of every cloud migration: the FPI keeps ownership and accountability while the SI plans, executes and documents it. The SI submits a decommissioning plan for FPI approval covering a full hardware inventory; a data destruction procedure aligned with NIST SP 800-88 with a certificate of data destruction for every storage device; environmentally sound recycling or disposal through a government-certified e-waste partner under national environmental rules; asset value recovery through remarketing, reallocation or repurposing; and an auditable chain of custody from shutdown to final disposition. On completion the SI submits a final decommissioning report with asset tracking logs, destruction certificates and e-waste receipts.
