For accreditation under the Act (section 263(1)(b)), the body's policies, procedures and systems have to cover conformity assessment: how it will judge a product or method against the product certification criteria, and how it will give assurance that what it certifies meets those criteria and keeps meeting them. They must include organisational and management systems supporting competent, impartial, consistent, transparent and accountable performance; a pre-certification process that identifies the evaluation requirements, assesses the quality plan submitted with the application, carries out risk assessments, produces an evaluation plan (what is being certified, with its scope and use limitations, how conformance will be shown, and the timing and method of ongoing audits and inspections) and produces an evaluation report; and rules on when test reports and technical opinions are accepted, for instance minimum standards for testing facilities.
