The entrepreneur and the works council meet within two weeks after either has asked for a consultation meeting (overlegvergadering) with reasons. The consultation is conducted for the entrepreneur by the director (bestuurder), who may be replaced or assisted as art. 23(4) to (6) allow; the meeting can be held only if the council's quorum rules are met, is chaired alternately unless otherwise agreed, its minutes need both parties' approval, and the entrepreneur and council agree jointly how agenda and minutes are made known to the workforce (art. 23a).
