What does SE-35c require?

At the Mission Definition Review or System Definition Review the technical team provides approved technical performance measure definitions, a baselined architecture definition, a baselined allocation of requirements to the next lower level, an initial trend of the required leading indicators, and a baselined SEMP (or equivalent) for programmes of the uncoupled, loosely coupled and tightly coupled types and for two-step announcement-of-opportunity programmes.
