What does SE-35a require?

At the Mission Concept Review the technical team provides, at the indicated maturity, baselined stakeholder identification and expectation definitions, a baselined concept definition and approved definitions of the measures of effectiveness. If a life cycle review is not held, a waiver or deviation is sought to tailor the product requirements; combining or resequencing reviews is customisation and needs no waiver, though the approach is recorded in the SEMP or the review plan.
