A controller offering an online service, product or feature to a consumer it actually knows or wilfully disregards is a minor must use reasonable care to avoid a heightened risk of harm to minors caused by it. In an attorney general enforcement action a controller that complied with the section is presumed, rebuttably, to have used reasonable care.
