Commission mechanical, electrical, plumbing and renewable systems to ASHRAE Guideline 0-2013 and 1.1-2007: an OPR (owner's project requirements) and BOD (basis of design), and a commissioning authority (experienced on two similar projects, reporting directly to the owner, engaged by the end of design development) who reviews the OPR, BOD and design, writes and runs the commissioning plan, checklists and test procedures, verifies tests, keeps an issues log and writes the final report; include the building enclosure in the OPR, BOD and design review; and maintain an up-to-date plan of facility requirements and operations and maintenance (sequences, schedules, setpoints, outdoor air, systems narrative, preventive maintenance and ongoing commissioning).
