Kotter 8-Step Change Model S4: Step 4: Communicate the vision and enlist a volunteer army

What does S4 require?

The vision and strategies are communicated through every possible channel, especially those used for non-essential information (newsletters, management meetings, management education), and built into leaders' everyday conversations, appraisals and reviews; executives walk the talk and the guiding coalition teaches new behaviour by example, because inconsistent behaviour by important people undermines change more than anything. Kotter found visions under-communicated by a factor of ten, and advises that a vision involving job losses include new growth possibilities and fair treatment of those laid off. In 2014 the step becomes enlisting a volunteer army: people are given a choice and real permission to step forward, a strong vision motivates them, roughly 15 percent of the workforce is sufficient to create real momentum, and volunteers' efforts are recognised to keep and recruit them.
