The minister may instruct a provider that breaches Articles 42 to 45, refuses or unduly delays performance or refunds, intentionally withholds other important matters when soliciting or to prevent cancellation, or commits ordinance acts; business suspension of up to two years and officer bans follow in serious cases (Articles 47, 47-2).
