Administrations agree to keep developing monitoring facilities and, as far as practicable, to cooperate in the international monitoring system, which comprises the stations they nominate under Resolution ITU-R 23 and Rec. ITU-R SM.1139, operated by administrations or authorized enterprises, common services or international organizations (16.1, 16.2); each participant designates a centralizing office for monitoring requests and information (16.3); administrations conduct monitoring requested by other administrations or the Bureau as far as they consider practicable (16.5). The EETT-ITU memorandum of 9 March 2026 is an example: a national space monitoring station undertakes to measure harmful interference to space services at the Bureau's request under Nos. 13.2, 15.42 and 11.41, with distress, safety and flight-safety cases at priority 1.
