ITAR - International Traffic in Arms Regulations 124.10: Submit nontransfer and use assurances with agreements for SME and classified articles

What does 124.10 require?

For any manufacturing licence or technical assistance agreement relating to significant military equipment or classified defense articles, a DSP-83 signed by the applicant and the foreign party must be submitted, and for classified articles an authorised foreign government representative must sign it or give equivalent assurances by diplomatic note unless DDTC grants an exception; DDTC may require these in other cases; agreements signed before submission must be submitted with the DSP-83, otherwise the DSP-83 goes with the signed agreement; no transfer may occur before required assurances are submitted (124.10).
