ITAR - International Traffic in Arms Regulations 124.1: Obtain agreement approval before furnishing defense services and before amendments take effect

What does 124.1 require?

DDTC approval of a proposed agreement (manufacturing licence, technical assistance, distribution or off-shore procurement) must be obtained before defense services are furnished, even where all the information used is public domain or otherwise exempt, and a TAA is needed for training foreign military forces in the use of defense articles; agreements may not enter into force without approval; scope changes, upgrades and extensions need approval before they take effect; minor amendments that change only schedules or administrative matters need not be approved but a copy must be filed within 30 days; approvals cover the items, end uses and parties described and rest on the applicant's representations (124.1).
