Communication of personal data (other than special categories and criminal data) between controllers processing for a public task is allowed only if provided under paragraph 1 or necessary under paragraph 1-bis. Dissemination, and communication to parties who will use the data for other purposes, is allowed only if so provided or necessary; where it rests on paragraph 1-bis the Garante must be informed at least ten days before the communication or dissemination starts. 'Communication' means disclosure to determined parties other than the data subject, the controller's or processor's representatives and authorised persons; 'dissemination' means disclosure to undetermined parties, including by making data available or consultable.
