The manufacturer's declaration certifies conformity with Article 3 and, where Article 13 is relied on, states which requirements do not apply. It is drawn up also in Italian on the Decision 768/2008/EC model, contains the Annex III elements and is updated after changes to design, product characteristics or referenced standards; where several Union acts require a declaration, one single declaration covers them. Technical documentation requirements must not unduly burden micro, small and medium enterprises.
