Data generation and collection are built into existing processes with the least change that still serves measurement, for example requiring an inspection moderator to pass the effort sheets together with the defect logs on to the analyst when the inspection closes; changes with moderate or large impact on existing processes are rarely cost-effective. The degree of integration varies with the measure, from a one-off morale survey to weekly time sheets tied to the work breakdown structure and cost accounts, and the data collected often includes extra measures that evaluate the information products or the process. Analysis and reporting, done regularly, are integrated into organisational and project processes. The data procedures are communicated to data providers and stakeholders, through training, orientation or a newsletter, so that providers are competent in generation and collection (the type, format, tools, timing and frequency of data, for instance how to complete a defect form and apply its classification) and all providers understand and follow the access and reporting procedures.
