ISO/IEC 27034-2:2015 Application security, Part 2: Organization normative framework 5.1: Formalise the ONF

What does 5.1 require?

Every organisation already has an informal normative framework of regulations, policies, practices, roles and tools. The organisation formalises and standardises the subset relevant to application security as its ONF, an organisation-wide framework whose contents are normative inside the organisation, rather than relying on the informal version.
