Before plans are developed the organization should determine and set the recovery organization: the teams and roles that will activate, lead, execute and communicate ICT recovery, their authorities and reporting lines, their alternates, and how they relate to the incident management structure and the business continuity teams, so that when a plan is activated everyone knows who decides and who acts.
