Under FPT_EMS.1/Quantum, checks that the mean photon number of each of the K intensity levels is within limits and stays there over time. The transmitter emits representative pulses with time-tagged intensity data; a calibrated detector of known efficiency, operated inside its dynamic range, is reached via a calibrated link whose transmission is known (with calibrated attenuation if needed), and its output is time-tagged. For each intensity the evaluator derives the average pulse energy or the mean photon number from detection counts over the relevant pulses, repeats this M times, corrects for link loss and detector efficiency, and compares each result with the threshold limits.
