An indicator is a characteristic, defined by the chosen maturity model, that serves as evidence of how mature a process is. Measurement first records the indicator's state at the moment of measuring, the measured indicator value. For every indicator the inspection plan then gives a value assessment rule, a mathematical function f that turns the measured value M into the converted indicator value C, written C = f(M); the plan may state f as an algorithm or describe it in words.
