When planning its innovation management system, the organization ought to take into account the issues from 4.1 and the needs, expectations and requirements from 4.2, and identify which opportunities and risks must be dealt with in order to: be confident that the system can deliver what is intended; strengthen wanted effects; prevent or lessen unwanted effects; weigh the effects of accepting a risk against those of preventing it; and achieve continual improvement. It should plan how to act on those opportunities and risks, taking account of the uncertainty attached to the opportunities and of what degree and kind of risk is or is not acceptable, and plan how the actions will be built into the system's processes and put into effect and how their effectiveness will be judged. Apart from the opportunities and risks that affect the system itself, some opportunities may give rise to innovation initiatives.
