It should consider whether benchmarking is useful for comparing results and finding ways to improve its evaluation processes; benchmarking can be internal (other departments or sites) or external (other organizations, other sectors). Differences in context should be allowed for, for example that evaluation processes suited to a small office are unlikely to work in a factory, should recognise that such differences limit the value of benchmarking, and should bear in mind that evaluation processes and their effectiveness vary across organizations.
