When using injury and ill health data the organization should be aware that many factors decide whether a given incident leads to time away from work, including personal circumstances, workers' compensation arrangements and how well return-to-work strategies work, so similar injuries of similar severity can be recorded differently within and between organizations. Incidence and frequency rates can usefully rest on a range of criteria: first aid only, medical treatment only, modified duties required, injury or ill health leading to time off work and time to full recovery, and fatalities. Beyond what an incident actually caused, what it could have caused should be considered, with particular attention to incidents of high potential severity. Injury and ill health rates should not carry too much weight or be taken as a measure of OH&S performance overall, because they do not necessarily show whether controls against rarer, more severe events are working; the effectiveness of the controls that prevent the more severe incidents should be assessed in its own right.
