Governance is first established in phase 1, then refined and started in phase 2, and permeates phases 3 and 4; a provider central to the core value chain of the client may be involved in phase 1 itself. Three governance practices run across the phases: developing and maintaining joint objectives (identified in phase 1, proposed and agreed in phase 2, established in transition, aligned in delivery), establishing governance committees (identified, agreed, the transition committee performing, the delivery committees starting) and monitoring, evaluating and directing the life cycle (identified, agreed, set up, executing and reviewing).
