The governing body should call its delegates to account (4.2.2): it should question them, apply its own judgement, impose consequences, bring about improvements and make sure it has the means to do all this, acting with integrity, fairness and transparency. It should also direct and oversee the organization so that accountability is exercised at every level (6.4).
