The governing body should set value generation objectives that achieve the purpose in keeping with the values and the context. It does so iteratively, identifying the relevant stakeholder groups and then establishing, ranking and wording objectives that satisfy what they expect. This may involve understanding which objectives will deliver the purpose, what rights and expectations each stakeholder group has, which stakeholders control or influence the resources needed, and what quality those resources have now and need to have, drawing on a broad range of internal and external sources such as research bodies, advisers and non-governmental organizations.
