Guidance that an HCRD meets the differing needs of stakeholders through the eleven HCAs of Table 2, each with its stated metrics' focus and example risks or opportunities that it brings to light (the eleven are the HCA leaves of this framework). Each area is measured, for internal and external use alike, by specific metrics that can be quantified; quantitative metrics are favoured because they are objective and comparable, and when disclosed with explanatory qualification they show how strategic investment in the workforce adds to human capital value, productivity, performance and sustainability.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
