Three levels of organizational system by impact and accountability should be used to disaggregate workforce data: top level (leadership and governance: CEO, CFO, CHRO, boards of directors or social partners, and in larger organizations direct reports to the CEO), mid level (management and supervision: department heads, branch managers, supervisors with direct reports, bridging strategy to operations) and lower level (administration and support: roles at the front line, at entry grade and in support that carry out daily operations; lower denotes hierarchical position, not importance). In small organizations one person can span two or all three levels; every organization performs all three sets of activities in different proportions. Where material, each metric should be differentiated by TML level (Table 1).
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
