Guidance built on a continual-improvement view of systems: two linked systems with feedback loops (Figure 3). The outcomes-based system is about long-term impact and value: organizational objectives; resources (the financial, social, natural, intellectual and manufactured capitals together with human capital); and outcomes such as human capital return on investment or performance at enterprise level. The activities-based system is about inputs (everything invested in people, workforce costs for example), activities or processes (the core HR tasks along the workforce life cycle, safety and well-being included, for example the share of eligible workers who finished mandatory training) and outputs (what those activities directly produce). HCRD places each metric in this structure so that inputs, activities, outputs and outcomes are kept distinct.
