Guidance that HCR follows seven principles: strategic focus, with metrics that are material to the strategy and values and in keeping with them; practicability for the operating model and context, weighing costs against benefits, opportunity cost (time, quality, volume) included, and value whether financial or not; relevance to organizations of any type, size, sector and location; measures that are valid, reliable and evidence based, fed by good data that support decisions; comparability of reported metrics with similar organizations and sectors (4.5.2); a narrative grounded in materiality that brings out what matters to the organization and its stakeholders; and transparency that lets governance bodies and stakeholders see human capital risks and opportunities plainly. Recognised good practice for informing and consulting workforce representatives, and for communicating with them, is honoured during HCR and during any change that follows from it (ISO 45001 5.4 says more on involving worker representatives).
