A subsequent sub-phase may only start when information from the relevant preceding sub-phase is missing if the missing information does not lead to unreasonable risk regarding functional safety (with escalation where the missing information could endanger the project); and every work product required by the safety plan shall be subject to configuration management, change management and documentation management per ISO 26262-8 clauses 7, 8 and 10, no later than the start of system-level product development.
