Special needs learners are those whose educational needs may not be met by regular instruction and assessment (behavioural, communicational, intellectual or physical exceptionalities, giftedness and others, possibly several at once), which calls for communication channels that give each party the information it needs. Top management makes sure resources and training exist to support accessible learning environments, and that learners with special needs receive reasonable accommodation so they can use facilities and educational settings on an equitable footing with others.
