What does 7.3.5 require?

Each requirement should be verifiable through an evaluation procedure stated in the tender documents, chosen on the importance of the issue, the risk of non-conformity, the cost of the procedure, the technical infrastructure, the evaluator's competence and the credibility of external bodies; activities include document review, testing, inspection, audit, certification, management systems, assessment, claims, labels and declarations, performed first-, second- or third-party, with ISO conformity assessment standards used where relevant, cost balanced against assurance and its bearer considered; external bodies should operate to ISO/IEC 17020, 17021, 17025, 17024 or 17065 and accreditation adds assurance; environmental labels are Type I (ISO 14024 third-party ecolabels), Type II (ISO 14021 self-declared claims) and Type III (ISO 14025 EPDs), with reliable single-issue labels also effective; evaluation can sit in prequalification or tender and continues after award in a simplified, consistent form.
