Criteria and procedures for determining the baseline shall be chosen or set by the proponent, taking into account the project description and SSRs, current and alternative project types and technologies that would deliver equivalent products or services, what data exist and their limits, and other conditions now and in future. The proponent shall: show that project and baseline are functionally equivalent and explain significant differences; choose or set, describe and use criteria for identifying and justifying the baseline, allowing for likely future behaviour so it stays conservative; choose and justify assumptions, values and procedures that guard against overstating results; and choose or set, justify and use criteria and procedures showing that the reductions go beyond what the baseline would give (additionality).
