The proponent shall set out the project in a GHG project plan covering: title, purpose and objectives; project type, how it brings about reductions or removal enhancements, and which GHGs it targets; a location precise enough to delineate it uniquely; conditions before it started; the technologies, products and services involved and how much activity is expected; the total reductions likely, in the intended user's unit; risks to those reductions and how they are managed; roles, responsibilities and contacts, including regulators and programme administrators; a summary environmental impact assessment where one is required; results of consulting interested parties; a timeline giving the start date, baseline period, end date and how often monitoring, reporting and verification happen; and information on programme eligibility. The proponent shall meet every eligibility condition, revisit and revise the baseline and project emissions whenever activities change, and either explain how the project remains consistent with a validated baseline or have it validated again.
