A monitoring plan shall be set up and kept current by the proponent, with procedures for measuring or obtaining, recording, compiling and analysing the data used to quantify and report project and baseline emissions and removals. The plan covers: why monitoring is done; which parameters are measured; data types and units; where data come from; methods, including estimation, modelling, measurement, calculation and uncertainty; how often; roles and responsibilities, including who may authorise changes; controls, meaning checks on inputs, transformations and outputs plus corrective action; and the information management system, including where data are held and how they are retained and transferred. Equipment used shall be calibrated or verified and kept in order; the plan shall be put into practice, and monitoring data should be recorded.
