ILO Nursing Personnel Convention C149 (1977) R157 Para 31: What counts as working time

What does R157 Para 31 require?

Time at the employer's disposal, including time to organise work and to receive and hand over instructions, should count as working time, subject to special rules on on-call duty. The Annex counts on-call time spent at the workplace, or during which the nurse is actually called on, fully as paid working time.
