Programmes of higher nursing education should prepare personnel for the highest responsibilities in direct and supportive care, nursing administration, nursing education and nursing research and development. The Annex asks that nursing programmes give a basis for access to training for higher responsibilities, foster self-improvement and prepare students to work as members of the health team.
