A subsystem with fault tolerance above zero may be built on one semiconductor substrate (digital ICs only) only if the listed conditions are all met; the claimable SIL is capped at SIL 3 and systematic capability cannot be raised by combining on-chip elements. Conditions include considering temperature rise from local faults with at least one Table E.2 measure; separate physical blocks per channel and monitoring element including bond wires and pins, each with its own I/O not routed through another block; measures against power supply faults and common cause effects; sufficient separation between blocks so shorts and cross-talk cannot defeat a safety or monitoring function; substrate tied to ground; a block-specific beta factor used in the integrity calculation; detected faults leading to a safe-state action; at least 60 % diagnostic coverage per channel and per single monitoring element; no channel acting as another's watchdog unless functionally diverse; EMC performance without interference (and the FS criterion with added margins); synchronisation of asynchronous inputs; analysis of shared resources such as boundary scan; and a full common cause analysis across design, fabrication, construction, procedure and environment. The IC beta factor starts at 33 %, is adjusted using Tables E.1 and E.2, and must not exceed 25 %. SIL 3 on-chip redundancy additionally needs evidence that application environmental conditions match those analysed and external measures of at least medium effectiveness able to reach a safe state. Such an IC has its own compliant item safety manual.
