Understanding causes, sources and drivers helps estimate likelihood, identify treatments that change risk, set early warning indicators and thresholds, and find common causes for prioritising treatment. Sources include events, decisions, actions and processes, favourable or not, and known situations with uncertain outcomes; any form of uncertainty can be a source. One event may stem from several causes or a chain of causes, and because drivers act on several risks at once, they often deserve closer attention than individual sources.
