The twelve competencies are measured by the Emotional and Social Competency Inventory, a 360-degree instrument in which the leader rates themselves and is rated by people whose opinions they value on particular behaviours that mark out how top performers display each competency, developed by Goleman and Boyatzis with the Hay Group and available from Korn Ferry Hay Group. The authors advise choosing an instrument by how well it predicts leadership outcomes: self-report tools correlate with personality tests, ability tests such as the MSCEIT correlate with IQ, and a 360 view is the fullest picture. See the official text for the full requirement.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
