In special individual cases, controllers may transfer directly to third-country recipients other than competent bodies where strictly necessary for their tasks, the data subject's fundamental rights do not outweigh the public interest, transfer to the competent body would be ineffective or inappropriate (especially not in time), and the controller tells the recipient the purposes and instructs it to process only as necessary for them. The competent body is informed without delay unless ineffective or inappropriate; documentation and annual reporting apply, and the recipient is bound to use the data only for the transfer purpose without the controller's consent.
