Countries ensure that their competent authorities can rapidly, constructively and effectively provide the widest range of international cooperation on money laundering, predicate offences and terrorist financing, spontaneously and on request, on a lawful basis; authorise them to use the most efficient means and to negotiate and sign bilateral or multilateral agreements or MOUs promptly with the widest range of counterparts where needed; and ensure clear channels for transmitting and executing requests, clear and efficient prioritisation and execution processes, and safeguards for information received. The Interpretive Note sets general principles (no unreasonable conditions, confidentiality, controls on use, feedback) and specific principles for exchanges between FIUs, supervisors, law enforcement and non-counterparts, including exchanges of beneficial ownership information and asset recovery cooperation.
