PFAS in firefighting foams at 1 mg/L or more (sum of all PFAS) may not be placed on the market or used from 23 October 2030, with derogations ending at different dates (portable extinguishers, public fire services, training and testing, and until 23 October 2035 Seveso establishments, offshore oil and gas, military vessels and existing ship systems). From 23 October 2026 users still entitled to use such foams must use them only on flammable liquid (class B) fires, reduce emissions and human exposure as far as technically and practically possible, collect unused stock and PFAS-containing waste and wastewater separately for treatment that destroys or irreversibly transforms the PFAS, label that stock and waste, and keep a site-specific PFAS firefighting foam management plan covering use conditions and volumes, collection and treatment, equipment cleaning, spill response and a substitution strategy, reviewed annually and kept for 15 years. Foams placed on the market at that concentration (other than in portable extinguishers) must carry the PFAS warning label.
