EU REACH Regulation (Regulation (EC) No 1907/2006) XVII-78: Synthetic polymer microparticles: meet the bans, give instructions and statements, and report releases annually

What does XVII-78 require?

Synthetic polymer microparticles may not be placed on the market on their own or, where present to confer a sought-after characteristic, in mixtures at 0.01 % by weight or more, with transitional dates for certain uses (for example rinse-off cosmetics from 17 October 2027 and fragrance encapsulation from 17 October 2029). Where derogations apply (industrial site use, containment by technical means, permanent modification or incorporation into a solid matrix and others), suppliers must provide instructions for use and disposal explaining how to prevent releases, and for industrial feedstock a statement naming the entry and quantity information; certain products must carry the statement that they contain microplastics from 17 October 2031; and manufacturers and industrial downstream users at industrial sites, and suppliers of products under certain derogations, must report to the Agency by 31 May each year the uses, polymer identity and estimated releases in the previous year.
