Primary users should be free to communicate with or without relay (13.1.2.1, informative). Where ICT supports relay inclusion and has relay invocation functions: 13.1.2.2 invocation must use the destination addresses the primary users' own communication systems gave them; 13.1.2.3 the primary user's caller identifier must be passed to secondary users unless anonymous mode is set; 13.1.2.4 and 13.1.2.5 the primary user must be able to decide, by an action at the moment of placing or receiving a call, whether a relay service is brought in; 13.1.2.6 on the primary user's request the ICT must set up and carry out an emergency communication with relay invoked.
