Where footage is not searchable, the controller may ask the requester to identify themselves and give a reasonable time window for entering the area (about an hour at a busy mall), and should say in advance what information it needs. If it can show it cannot identify the person, it must tell them if possible, describing the monitored area and the cameras in use. Excessive or manifestly unfounded requests may attract a reasonable fee or refusal, which the controller must be able to justify.
