EAR - Export Administration Regulations 745.2: Schedule 3 chemicals: end-use certificates

What does 745.2 require?

No U.S. person may export a Schedule 3 chemical to a country not party to the CWC unless it first obtains from the consignee an end-use certificate issued by the importing government's foreign affairs agency or designated agency (Supplement No. 3), stating that the chemicals will be used only for purposes not prohibited by the CWC and not transferred to other end users or uses, and giving types, quantities, specific end uses and end users' names and addresses; one certificate may cover aggregate quantities for multiple shipments to one consignee; a copy must be sent to BIS within 7 days after export, separately from any licence application, and licence requirements still apply.
